预录
（1）出口单据审核完毕后，使用九城单证系统对单据进行预录入。预录入过程中，可以根据系统提示制单，并且可以根据系统对商品编码的要求最终确认所需单据是否齐全。（九城单证系统在线更新，所以很多编码要求及时更新）
（2）在制单过程中出现计量单位与海关的计量单位冲突时，第一计量单位按商检规定的计量单位输入，第二计量单位按海关的规定输入。
（3）在制单预录入的过程中如果出现问题应及时与客户或操作人员联系。
（4）一般在预录入后待系统自动生成预录入报检编号后，打印报检出境货物报检单，交给报检员。
4、申报
（1）报检员在接到全套申报单据发票、装箱单、合同、报检委托书(青岛企业必须提供正本报检委托书)、有特殊要求的其他单据后，在报验申请单上填写随附单据并注明，报检员签名。
（2）到报检前台申报，随时解答商检官员对商品的提问，报检员必须对所申报商品及客户情况有所了解。
